## Description
At the moment, the `CLAUDE_API_KEY` coder_env will always be created,
even if the variable itself is not. This can lead to the environment
variable being unset if it has been set outside of Terraform.
With this PR, we make the `claude_api_key` coder_env conditional, so it
will only be created if an API key has been set.

This pull request updates the `claude-code` module to version 4.3.0 and
significantly simplifies the configuration and startup logic for the
Boundary integration. The changes remove several Boundary-related
configuration variables and options, streamlining both Terraform and
shell script code. The documentation is updated to reflect these changes
and the new version.
**Boundary integration simplification:**
* Removed multiple Boundary-related variables from `main.tf`, including
log directory, log level, additional allowed URLs, proxy port, and pprof
options, as well as their usage in the module and test files.

## Description
This PR updates the `claude-code` module to automatically include the
Coder task-reporting system prompt whenever `report_tasks = true`, and
to wrap the final system prompt in `<system>…</system>` when non-empty.
Previously, users needed to manually include this content in their
system prompts to enable proper task reporting. When `report_tasks =
true`, the system prompt is prepended with the Coder task-reporting, and
any user `system_prompt` (if provided) is appended after it, ensuring
consistent integration without manual copy/paste.
When `report_tasks = false`, the module includes only the user
`system_prompt` (if any). If both `report_tasks = false` and
`system_prompt` is empty, the system prompt sent to Claude is empty.
